A re-side is the only time the wall is open, which makes it the only economical time to fix water management and add insulation. Getting the wrap and flashing right then costs very little; doing it later means taking the siding off again.
Housewrap has to be lapped like shingles — upper courses over lower, and integrated with the window flashing — so water that gets behind the siding runs out. Lapped the wrong way it channels water into the wall, and it looks identical from outside.
