Why does the fascia and soffit rot before the siding does?

Because it is where water goes. Gutters overflow into the fascia, roof edges drip onto it, and the soffit sits under all of it with no sun to dry it. Wood trim up there is the first thing on a house to fail. Replacing it with PVC or aluminum-wrapped trim, and fixing the gutter that has been overflowing, is what stops it recurring.

What is soffit, and does it matter?

The underside of the roof overhang. It closes the eaves against birds and squirrels and, when vented, it is where the attic draws its intake air — which is what keeps the roof deck dry and the attic from cooking in July. A soffit that is rotten or painted shut is a ventilation problem as much as a cosmetic one.
